otherwise, who may attempt without authority to keep the marks before the public.

Mr. Holyoak's motion would however introduce the

new principle of direct confiscation of private property.

Whatever views may be held as to the ultimate advisability of this policy it appears to this Government that neither the

time nor the place is opportune for its introduction. There

is no present urgency to settle this question which depends

for its final solution upon the issue of the war and the attitude which the Imperial Authorities may subsequently adopt as regards the general question of enemy trade within the

Empire. It would be perhaps a little absurd at the present

juncture for Hongjong to attempt, by way of resolution of the

Legislative Council, to determine for the British Empire what

that attitude should be.

This Government is accordingly not prepared to support Mr. Holyoak's motion;nor is it for obvious reasons

in a position to discuss publicly the questions it involves.
